Jakarta (Ministry of Hajj Affairs) — The first phase of the settlement of the Hajj Travel Costs (Bipih) for regular pilgrims for 1447 H/2026 M officially closed today. The Director General of Hajj Services at the Ministry of Hajj and Umrah of the Republic of Indonesia, Ian Heriyawan, stated that the payment progress has reached 73.99 percent.

“The first phase of Bipih payment for regular Hajj pilgrims officially closes today. A total of 149,159 pilgrims have completed their payments,” Ian Heriyawan said in Jakarta on Tuesday (December 23, 2025).
The three provinces with the highest payment completion rates are Central Kalimantan (88.88%), Bangka Belitung (84.36%), and South Sulawesi (84.28%). Meanwhile, the three provinces with the lowest completion rates are Aceh (56.58%), North Sulawesi (58.04%), and Gorontalo (59.73%).
Ian explained that the low payment progress in Aceh was influenced by severe flooding and landslides that hit several regions in Sumatra. In addition to Aceh, two other affected provinces are North Sumatra and West Sumatra. According to him, the number of pilgrims who have completed payments in those provinces remains relatively low, with North Sumatra at 62.50 percent. However, West Sumatra recorded a completion rate above the national average, at 75.67 percent.
“Therefore, we are providing flexibility for Hajj pilgrims from these three provinces to complete their Bipih payments during the second phase. This policy is intended to ensure that pilgrims’ rights to perform the Hajj are preserved despite the disasters they are facing,” he said.
Ian further announced that the second phase of Bipih payment for regular Hajj pilgrims will take place from January 2 to January 9, 2026. This phase will be allocated to five categories of pilgrims, namely:
a. Pilgrims who failed to complete payment during the previous phase;
b. Companions of elderly pilgrims;
c. Pilgrims with disabilities and their companions;
d. Pilgrims who are separated from their mahram or family members; and
e. Pilgrims on the next waiting list (reserve quota).
Ian urged prospective 2026 Hajj pilgrims who plan to complete their payments in the second phase to begin preparing the required documents as early as possible. “Given that the second phase of payment will begin immediately after the Christmas and New Year holidays, all required documents should be prepared in advance, particularly those related to health istithaah, which is an absolute requirement for payment,” he explained.
The Ministry of Hajj and Umrah of the Republic of Indonesia also reiterated that all payment processes must strictly follow official procedures and regulations.
“We emphasize that there are no additional fees beyond those officially stipulated. If anyone requests extra charges, please report them immediately to the local Ministry of Hajj Affairs office at the regency/city level or directly through our official social media channels,” he stressed.
